Organics Infrastructure: Stream 1 – Organics Processing Infrastructure

This stream of the Organics Infrastructure (Large and Small) Grants Program offered funding for the establishment or upgrade of organics processing facilities.

Program streams

The Organics Infrastructure (Large and Small) Grants Program had 5 streams:

  1. Organics Processing Infrastructure (this stream)
  2. Business Organics Recycling
  3. Food Donation
  4. Product Quality
  5. Transfer Stations.

The Home Composting stream is no longer offered.

The Organics Infrastructure (Large and Small) Grants Program is delivered through a partnership between the NSW Environmental Trust and the NSW Environment Protection Authority (EPA) as part of the Waste Less, Recycle More initiative.

Purpose

The Organics Processing Infrastructure stream aimed at improving processing capacity for source separated food and garden organics collected from households and commercial and industrial businesses across New South Wales to divert waste that would previously have gone to landfill.

Funding available

Grants of between $25,000 and $2 million were available to:

  • build or expand processing infrastructure for source separated organics, including source separated food, garden or combined food and garden organics from households and businesses
  • upgrade existing alternative waste treatment (AWT) facilities to process source separated food, garden or combined food and garden organics from households and businesses.

Grants covered up to 50% of detailed design costs and capital costs for equipment.

Who can apply?

The following organisations were eligible to apply:

  • operators of the 5 existing NSW alternative waste treatment facilities
  • NSW local councils
  • groups of NSW councils
  • businesses.

Business case advisory service

In round 9 2021, the NSW Environment Protection Authority (EPA) provided a free Business Case Advisory service (BCAS) to support eligible applicants to prepare their grant applications. This service was provided by an independent contractor. Under the business case advisory service, the EPA provided up to 16 hours of support to eligible prospective applicants.

Reporting obligations

If you are successful in obtaining funding for your project, you will need to provide regular reports on your progress.

Project measures table

A project measures table will be provided to you with your grant agreement. The project measures table will assist with setting the project baseline, creating targets and recording progress and achievements.

An updated project measures table will need to be submitted by each grantee with each progress report.

Progress reports and final report

You are required to submit milestone (progress) reports at agreed intervals to outline what your project has achieved and next steps.

Milestone reports are submitted to the Environmental Trust, who will check to ensure that expenditure is as per the agreed budget and that agreed milestone deliverables have been met. The reports will also be reviewed by technical experts who may provide feedback or advice. Once reviewed and accepted the associated payment will be processed.

A final report will be required upon completion of the project and once reviewed and approved the final payment will be made.

Financial reports

You must submit a statement of expenditure with each milestone report. A certified financial report will be required as part of the final report.

You may be required to submit other documents or evidence as listed in your grant agreement.

This project is funded by the Australian Government's Food Waste for Healthy Soils Fund and the NSW Government's Waste Less, Recycle More initiative.
