Independent Pricing and Regulatory Tribunal report
In 2005, the Independent Pricing and Regulatory Tribunal, which sets the price of gas, water and electricity in New South Wales, issued a report on its review of the cost of providing and managing municipal services and facilities within the Perisher Range resorts.
This report recommended that the cost of municipal services and facilities within the Perisher Range resorts be borne by those people who use the ski fields through:
- increasing the leaseholder charges for lessees within the Perisher Range resorts
- a developer contribution to infrastructure for all new developments
- applying a per-vehicle surcharge for entry to the NSW ski fields.
In relation to leaseholder charges, the tribunal’s report recommended the leaseholder charges set out in its report be applied uniformly to Perisher, Smiggins Holes and Guthega and increased each year to 2015 by the change in the Consumer Price Index plus 2.5%.

National Parks and Wildlife Service setting of leaseholder charges
Since 1 July 2006, the NSW National Parks and Wildlife Service has applied leaseholder charges to Perisher, Smiggin Holes, Blue Cow and Guthega and increased those charges each year by the change in Consumer Price Index plus 2.5%.
The National Parks and Wildlife Service has continued to increase leaseholder charges using this calculation because the charges set by the tribunal are not sufficient to cover operating and capital expenses for municipal services and facilities within the Perisher Range resorts.
This increase will continue to apply to leaseholder charges for 2024–25.
Leaseholder charges for 2024–25 excluding GST
The NSW National Parks and Wildlife Service has increased leaseholder charges by the change in the Consumer Price Index plus 2.5% for the period 1 July 2024 to 30 June 2025 as set out below.

Invoicing schedule for leaseholder charges in 2024–25
The NSW National Parks and Wildlife Service will issue invoices for leaseholder charges for the period 1 July 2024 to 30 June 2025 as set out below. These charges will include the change in Consumer Price Index plus 2.5%.
1 July 2024
For the 2023–24 financial year (based on the rates for that financial year):
- metered water and sewerage charge for the period 1 January 2024 to 30 June 2024
For the 2024–25 financial year (based on the rates for that financial year):
- MSU operating and capital charge (charges for the full 12-month period)
- MSU water and sewerage charge fixed for the period 1 July 2024 to 31 December 2024.
1 January 2025
For the 2024–25 financial year (based on the rates for that financial year):
- MSU water and sewerage charge fixed for the period 1 January 2025 to 30 June 2025
- metered water and sewerage charge for the period 1 July 2024 to 31 December 2024.

Environmental Research and Rehabilitation Contribution
Lessees pay an annual Environmental Research and Rehabilitation Contribution, which is a contribution to the cost of environmental monitoring, research and rehabilitation of ski resorts in Kosciuszko National Park.
The contribution is indexed annually to the Consumer Price Index and is invoiced for payment by 1 July each year.
The 2024–25 charge (GST not applicable) is $15.23 per bed.
